Downtown Guidelines

In 2000 the Austin Design Commission published the Downtown Design Guidelines. The various sections included Area-Wide Downtown, Public Streetscape, Plazas and Open Space and Buildings. In addition to contributing to the development of the overall guidelines, Ms. McKinney was the author of the Plaza and Open Space Guidelines Section. This section challenges outdoor spaces to become truly public places by creating comfort and amenities for everyone. The guidelines were based on the work of Marcus and Francis’ People Places: Design Guidelines for Urban Open Space, 1998. This book was the result of years of research on what makes outdoor public places livable and pedestrian friendly. The guidelines identify types of urban open space depending on size, location, and orientation. They also address specific issues relevant to the Austin climate such as the need for trees and plants to reduce the effect of the urban heat island.
